About the ICO – Scotland
Our Scotland regional office is based in Edinburgh. It is responsible for:
- raising awareness of the role and functions of the ICO within Scotland;
- ensuring the interests of individuals, organisations and public authorities throughout Scotland are considered in the development of ICO policy and guidance;
- encouraging good practice amongst businesses and public authorities;
- liaising with the Scottish Executive, Scottish Parliament and other decision makers to ensure policy, legislation and structures comply with the principles of the Data Protection Act; and
- providing general advice to individuals, organisations and public authorities based in Scotland.

Ken Macdonald, the Assistant Commissioner for Scotland, leads our Scotland office. A graduate of Edinburgh (MA) and Aberdeen (PhD) universities, Ken joined the ICO in 2005 after a career in the higher education, private consultancy and local authority sectors.
Scotland has its own Information Commissioner who regulates the Freedom for Information (Scotland) Act which covers Scottish public authorities. Because of this, the main focus of our Scottish office is data protection, for which the ICO is the sole regulatory body in Scotland. However, the ICO does have regulatory power under the Freedom of Information Act for UK public authorities based in Scotland. These include:
- The Forestry Commission;
- BBC Scotland; and
- The Scottish Consumer Council.
